Supporting Objective Determinations of Areas That Are Not “Waters of the United States” (Non-WOTUS) Post-Sackett Using Geospatial Tools” Workshop

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), seeks to create an innovative tool to aid in implementing the Clean Water Act post-Sackett definition of “Waters of the United States” (WOTUS). This includes nationwide geospatial tools to help USACE efficiently and accurately identify and characterize locations of areas that are not WOTUS under the Clean Water Act jurisdiction. As an initial step in this effort, ERDC is hosting a workshop and industry engagement event with down-selected submitters to the ERDCWERX tech challenge, as well as other subject matter experts from USACE and other federal agencies.*

Event Details & Invitation to Participate

ERDC’s Environmental Laboratory (EL) invites you to participate in the U.S. Army Non-WOTUS Geospatial Tool Workshop, hosted by ERDC in support of the U.S. Army Corps of Engineers and delivered in collaboration with ERDCWERX, on February 25-26, 2026, at ERDCWERX in Vicksburg, MS.

This workshop will provide a collaborative forum for ERDC, the U.S. Army Corps of Engineers (USACE), the Office of the Assistant Secretary of the Army for Civil Works (OASA(CW)), and their federal partners to discuss current barriers, identify recommendations for success, and begin developing a roadmap for a comprehensive solution to the tech challenge.

This is an invitation-only event. Attendees will have the opportunity to hear from leading organizations and engage in dynamic discussions focused on supporting implementation of the Clean Water Act following the Sackett’s definition of WOTUS. This workshop will include:

  • Evaluation of the state of capabilities for high-resolution and comprehensive geospatial display of areas that are not WOTUS as the first priority, followed by the identification of areas that are irrefutably WOTUS.
  • Evaluation of technical gaps and barriers, as well as identification of approaches to rapidly overcome them through research, development, testing, or evaluation.
  • Identify scope and scale of any potential future actions.

*Note: All federal agency participants have signed non-disclosure agreements on file.
